This item can be obtained by killing Mutant Shulkers, a man-made monster, crated by feeding a Shulker the unstable and inconsistant Formula Y or the stable and consistant Coompound Z.

Formula Y, which is known tobe unreactive sometimes, is obtained by brewing a Crying Obsidian into a Potion of Harming.

Compound Z, which is always reactive, is obtained by  brewing a Mutant Wither Skeleton Skull, Mutant Blaze Core, or Mutant Shulker Shell into Formula Y.
